MSI 4090 isn't responding

I installed a new motherboard, CPU, RGB RAM and GPU and everything else works just fine, didn’t have to do anything. The GPU is just solid red no matter what. The GPU shows up under Devices, it lets me place it in the layout but nothing happens. MSI GeForce RTX 4090. I didn’t install any other RGB apps.
