I’ll take the ‘L’ on this one 
In my cleanup of the cables, I only reconnected 1 of the 2 SATA power connectors to the controller. Added the 2nd one and it works fine again. I was tipped off by the fact the fans weren’t spinning during POST neither. It had nothing to do with Windows/USB/SignalRGB.
